Because South Korea or the official Republic of Korea is a democratic and capitalist republic it is indeed in need of the English language for commerce and other negotiations. South Korea is also an official member of the G20 the top 20 economies in the world. Korea has the potential to be one of the topmost economies in the world which is led by Switzerland, and English being the universal language is the best language that they should learn to make sure of this. For most English learners, the best way for them to learn is to immerse themselves in a community where English is the main language used. It may not have to be the United States. For Koreans it can be the Philippines, for example. The downside to it is that you would have to spend quite an amount to study in an English language school and you would be spending so much time while doing it.
You can opt to cut back on the travel expenses and immerse yourself in English literature and English Hollywood movies but if you don't know beginners' English it would really be a rocket science for you. Subtitles can help but the most you can get if a couple of words in English and you won't even understand what a verb is.
You can look for a Korean who knows English in your neighborhood but the worst could be that what he knows is English learned from a Japanese and that's totally different.
